Gabrielle is a financial regulator focused on delivering new frameworks for innovative financial
services. She oversees the Ecosystem Development function within the Financial Services Regulatory
Authority of Abu Dhabi Global Market, informing its fintech, digital asset and emerging technology
strategy through industry engagement, public-private collaborations, and supervisory pilots.
Gabrielle previously managed venture capital firm Plug And Play’s EMEA fintech division, investing in
seed-to-series A startups and leading portfolio value creation via commercial bank partnerships.
Prior to this she executed on the fintech strategy at Citi and built financial models at Bloomberg.
An established commentator, Gabrielle delivers subject matter expertise through keynote sessions
and panels at international conferences (e.g., Financial Times Live, Money2020), on podcasts (11:FS,
Breaking Banks) and via articles (Forbes). Leveraging her experience as an investor, she works closely
with startups, mentoring founders on implementation strategies in highly regulated markets.
An economist by training, Gabrielle holds an M.Phil. in Technology Policy from the University of
Cambridge, where she remains a Research Affiliate to the Cambridge Centre for Alternative Finance,
contributing to the centre’s reports and publications.
